Local governments are actively engaged in safeguarding America's homeland and rural heartland. Many of the nation's major facilities that require upgraded security include dams, power plants, chemical plants and weapon stockpiles located throughout the immense areas of the nation's rural heartland. Local officials need additional information and funding resources for planning emergency preparedness, implementing, and managing higher security levels, providing equipment and training for emergency first responders, and providing recovery assistance.

"The TechSolutions Program was established by the Department of Homeland Security's Science and Technology Directorate to provide information, resources and technology solutions that address mission capability gaps identified by the emergency response community. The goal of TechSolutions is to field technologies that meet 80% of the operational requirement, in a 12 to 15 month time frame, at a cost commensurate with the proposal.
