Mr. Dwayne Merritt is an instructor with East Tennessee State University, an academic partner of the RDPC.
Mr. Merritt has over 30 years experience in fire, law enforcement and emergency management. At the Lovington (NM) Fire Department, he served in many capacities including captain of the hazardous materials response team. He has also served as an investigator and director of the Fireworks Licensing Division of the State Fire Marshall's Office in Santa Fe, New Mexico.
Mr. Merritt served as a staff instructor at the New Mexico Law Enforcement Academy, where he was certified to instruct hazardous materials, critical incident management, arson investigation and homicide investigation. Mr. Merritt is certified as an instructor for FEMA and teaches incident command at all levels.
As an emergency manager at the local level, he responded to natural and man-made incidents including fires, snow storms, and floods, serving as the liaison and incident commander. He deployed for FEMA, overseeing mass care in Hurricane Charlie, coordinating up to 2500 meals daily, and worked community relations for Hurricane Katrina.
