Mr. James E. Leach is an instructor with East Tennessee State University, an academic partner of the RDPC.
Mr. Leach is the owner of JL Consulting, LLC, which provides emergency management organizations with training and assists with their emergency and exercise plans. He was the emergency manager for the city and county of Santa Fe, New Mexico for eight years. Mr. Leach also recently served as the director of homeland security projects for PM Tec, Inc. of Los Alamos, New Mexico and served two terms as president of the New Mexico Emergency Management Association. He is also a former police officer and emergency medical technician, with a background in on-scene response to scenes of hazardous materials, winter storms, wildfire, civil disorders and other incidents.
Mr. Leach is a certified FEMA and Office for Domestic Preparedness (ODP) instructor. He has taught numerous classes on weapons of mass destruction (WMD) awareness, exercise design, emergency operations center trainings, public information, chemical/biological/radiology/nuclear & explosives (CBRNE), and other emergency management classes. Mr. Leach has personally conducted over 25 full scale exercises with many themes, including weapons of mass destruction and pandemic flu.
