Mr. Jerry Rains is an instructor with Eastern Kentucky University, an academic partner of the RDPC.
Mr. Rains is a 27 year veteran of emergency services, with the last ten years as a regional manager with the Kentucky Division of Emergency Management (KYEM). Mr. Rains served 17 years with a local rescue squad, twice serving as chief, and one year working for a local emergency medical service agency as a national registered emergency medical technician. Prior to working for KYEM, he was the deputy emergency management director for Whitley County, Kentucky.
During his notable emergency management career, Mr. Rains has served on the Emergency Management Assistance Compact Task Force, assisted in the State of Florida’s emergency operations center for major natural disasters, and instructed numerous ICS (Incident Command System), damage assessment and other related classes. Mr. Rains completed the FEMA Master Exercise Practitioner program in late 2010. Mr. Rains graduated from Williamsburg High School, in southeast Kentucky, where he lives today.
