Mr. Mark Kassouf is a master instructor with NorthWest Arkansas Community College and Eastern Kentucky University, academic partners of the RDPC.
Mr. Kassouf is the former State of Ohio mass fatality planner as well as the Ohio Department of Health compliance manager with over 20 years of experience. Mr. Kassouf also works for the Tetra Tech Corporation as an emergency management/mass fatality expert, assisting worldwide with the development and review of emergency management plans, delivery of exercises and assessment of continuity of operations planning.
As the mass fatality planner, his responsibilities included the development and maintenance of the State of Ohio Mass Fatality Guidance Plans, as well as working with federal, state and all 88 Ohio counties to coordinate fatality planning. Additionally, he worked with numerous coroners/medical examiners, funeral directors and community leaders to help develop functional local mass fatality plans. Mr. Kassouf has served for the last two years as the Chair of the National Association of Public Health Statistics and Information Systems (NAPHSIS) Mass Fatality Committee.
As compliance manager, Mr. Kassouf was responsible for the development and maintenance of continuity of operations plans (COOP) for the state health department as well as the oversight of the Field Service, Fraud and Security Unit of Vital Statistics. In this role he oversaw the compliance and operations of 119 local vital statistics offices. He was also responsible for working with these offices to develop continuity of operations plans.
Mr. Kassouf has a bachelor’s degree from Ohio University and has completed graduate work at Ohio University and Ohio State University.
