Dr. Frank Kubala is a master instructor with Eastern Kentucky University, an academic partner of the RDPC.
Dr. Kubala is a former police officer with the Lexington, Kentucky Police Department and the Hollywood, Florida Police Department. He has experience in patrol, investigations, and SWAT and tactical operations.
Dr. Kubala is currently the Branch Manager for the Advanced Individual Training Branch at the Kentucky Department of Criminal Justice Training. His area is responsible for the delivery of more than 200 in-service classes to Kentucky law enforcement officers. He is a 28 year veteran of law enforcement with expertise in self-defense, physical fitness, leadership, investigations, special events, tactical, and patrol techniques. He is a Kentucky Law Enforcement Council certified instructor. Dr. Kubala has a B.S. degree in Criminal Justice, M.S. in Safety & Security, and a Doctorate of Education in Educational Leadership & Policy Studies. He is an adjunct professor for Eastern Kentucky University teaching both graduate and undergraduate courses. Dr. Kubala teaches college courses in Risk/Vulnerability Assessments, Homeland Security, Critical Infrastructure, Workplace Investigations, and Workers Compensation.
