Patrick O'Brien

Patrick S. O'Brien is a master instructor with Eastern Kentucky University, an academic partner of the RDPC.

Mr. O'Brien is a twenty-six year law enforcement veteran, retiring in 2006 from the Frederick, Maryland Police Department. For the last ten years of his career he served as a commander for the Patrol, Community Services and Planning Division. Mr. O’Brien has served as incident commander and planner for over 30 major special events and dignitary visits for the City of Frederick and Frederick Police Department. In January 2005, Mr. O’Brien was responsible for planning, organizing, directing, and commanding the Frederick Police Department contingent that assisted the Washington D.C. Metropolitan Police Department with the 55th inauguration of the President of the United States.

Mr. O’Brien is a graduate of the 223rd session of the FBI National Academy. He also holds a master's degree in management from the University Of Maryland University College at College Park. Since 2004, Mr. O’Brien has served as a member of the National Capital Region Incident Management Team (NCR-IMT) and has served on team deployments locally and nationally during Hurricane Gustav and Hurricane Ike.

Since the early 1990’s, Mr. O’Brien has been an instructor in law enforcement and emergency management issues at the local and national level. He also serves as an adjunct instructor and course developer for the National Center for Biomedical Research and Training (NCBRT) at Louisiana State University. At the NCBRT, he instructs in the United States and its territories on public safety sampling, campus emergencies and terrorist threat guidelines. In 2006, Mr. O’Brien founded Integrated Response Solutions LLC, an emergency preparedness and security consulting firm.
